Enabling digital government with ARPA funds and Town Web

March 2020 will likely live in infinity, for various reasons, all related to the Covid-19 pandemic. The pandemic instantly changed the way we live, the way we do business and the way we interact with the world and those around us. For businesses and governments, it meant moving online to serve their communities, in ways that haven’t been done before. For local governments, it wasn’t any different, adapting their in-person ways of doing things to digital government to keep everyone safe and curb the spread of the pandemic. 

However, the outbreak of the pandemic did point to two major gains for most communities. Firstly, we understood the importance of support and found new and innovative ways to support each other, even from afar. Additionally, structures have been put in place to help communities back on their feet. 

One of these outreach strategies is ARPA funds. ARPA, short for American Rescue Plan Act, was signed into law in March 2021 to serve as an aid for health and economic recovery. 

ARPA funding is available for two years and offers the opportunity for local governments to implement digital government within their communities. Digitization enables local governments to:

  1. continually serve their communities, 
  2. make information available to constituents, 
  3. inform communities on important issues, 
  4. advance transparency by making minutes and agendas available.

ARPA funding can be used for one of four purposes: 

(b) Responding to the public health emergency or its negative economic impacts.

(c) Providing premium pay to eligible workers.

(d) Providing government services.

(e) To make necessary investments in infrastructure.
